Size small are approximately 10" long and will fit infants to 24 months thigh high.
Size large are approximately 17" long will fit 2T-5T thigh high or older above the knee.
Please be advised, these are not suitable for newborns.
To give you an idea of fit, my 2 1/2 year old daughter is wearing the size large in the photo. There is plenty of room at the top for growth and they are slightly loose at the ankle.
